In Lithuania, the Ministry of Education and Science and the Ministry of Economy and Innovation are the main institutions responsible for the smart specialization process. The R&D and innovation priorities are implemented on the basis of the tools they administer. The implementation of innovation policy is carried out by the Agency for Science, Innovation and Technology (MITA). At the strategic level, R&D and innovation policy is coordinated by the Prime Minister's R&D and Innovation Strategic Council, composed of representatives of ministries interested in R&D and innovation development, R&D and innovation policy implementing institutions, research and study institutions, business and other social partners
