When developing the knowledge management model, it was pointed out that the system can be viable when one institution is responsible for the operation and maintenance of the system. In order to maintain impartiality, the institution must not be directly involved with decision-makers. On the other hand, the owner of the system needs to have some civic powers and be able to influence policy-making. The most eligible institution is the Government Strategic Analysis Center (STRATA). If not then a special government unit may be established to perform this function.
The Government Strategic Analysis Center is an expert institution that provides government and ministries with the independent, research-based information required to make evidence-based public policy decisions. The Center performs public policy research and evaluations, prepares foresights on strategic issues; submits conclusions to the Government regarding the improvement of areas of public administration; pools the existing analytical competencies of public authorities and bodies and other organizations into a cooperation network and coordinates the activities of this network
