Purpose 1: Improving the qualification of researchers through high-level international and national research and experimental (social, cultural) development projects.
Terms 1:  Universities (under all activities of the facility);
Purpose 2: Development of students' abilities to carry out R&D activities
Terms 2:  Public research institutes involved in the training of researchers together with universities (under all activities of the measure);
Purpose 3: Promotion of post-doctoral traineeships
Terms 3:  Public research institutes with the right of doctoral studies in art or science (according to all activities of the measure);
Purpose 4: Capacity building of scientists, researchers and development of cooperation in the exchange of scientific ideas, scientific trips from and to Lithuania
Terms 4.1: Colleges (by activity 1.3.2);
Terms 4.2: Enterprises engaged in R&D (according to activity 1.3.3).
